A Lottery Regional Manager is the supervisory level of work in selling and merchandising to retailers for the State Lottery and Gaming Control Agency. Employees in this classification are responsible for all sales activity in a designated region of the State. Employees in this classification supervise lower-level Lottery Representatives.

The main purpose of this position is to maximize sales and revenues for all Lottery products and to provide sales support at all assigned Lottery activities, in a defined territory (Region I) in support of over 1,000 licensed retail locations. This position is responsible for the supervision and management of a regional sales and service team comprised of: one (1) Assistant Regional Manager and eight (8) to ten (10) District Managers. This position assigns and reviews the work of others; and makes recommendations to Sales Management regarding agency procedures.

Sales Management

Manages regional sales and service team (Region I) to ensure improved Lottery sales performance by implementing planned sales programs and following established Sales Division procedures.

Responsible for managing, training, supervising, completing performance appraisals and disciplining Region I Field Sales team.

Reviews all sales activity and games reports on a daily and weekly basis to ensure consistent coverage of the region and completion of staff duties. Support use of Sales Force Automation system (gem Intelligence) by all team members for accurate and timely reporting.

Conducts periodic meetings with team members and participates in a monthly meeting with Sales Division to review initiatives.

Retailer Network Management

Conducts retailer site evaluations monthly, which may include riding along with District Managers, to ensure that the Sales Division’s goals are being followed, and met, at each retailer location. Evaluation criteria include how the field staff trains, motivates, monitors and supplies retailers with all necessary materials.

Blitz Week activities

Ensuring instant ticket activations of all price points throughout the region during new game launch week.

Instant ticket inventory management.

Ensuring product placement.

Timely removal when necessary

Review new equipment installations and approve all equipment upgrades and removals

Lottery terminal and related equipment.

Self-service Vending Terminals (PHD and PEX)

Instant Ticket Vending Machines (ITVM)

Monitors or Flat Panel screens.

Responsible for processing and making recommendations on all change of ownership (COO) and change of location (COL) applications submitted within the region.

Responsible for assisting the Director of Retail Recruitment in the processing of all new retailer applications (both independent and corporate locations) submitted within the region by conducting ADA site evaluations and generating the initial site survey accurately to reflect equipment placement.

Responsible for training select retailers who qualify as Expanded Cashing Authority Program (XCAP) locations.

Promotional and Merchandising Support

Responsible for planning and overseeing all operational aspects, including securing and reconciling money and instant ticket inventory for Lottery selling events.

Overseeing District Managers participation in support of all promotional initiatives at retail, as needed.

Overseeing District Managers participation in support of all merchandising initiatives at retail, as needed.

Develops reports and analysis for various internal and external uses.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience selling or marketing a consumer product from a wholesaler or manufacturer to retail outlets for resale to consumers.

1. Candidates may substitute the possession of a Bachelor’s degree in Marketing or Business Administration with a concentration in Marketing for two years of the required experience.

2. Candidates may substitute additional experience on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with Lottery retailers.

Experience supervising or managing employees.

POSITION DUTIES

Provide general assistance to Senior Advertising Manager in the administration of the Lottery’s advertising program. Duties include

· Prepares work flow charts to be used by Creative Services department and advertising agencies for numerous advertising projects. Develops, monitors and communicates project timelines to department managers, gets feedback or edits to creative materials from managers, summarizes recommendations and communicates changes to advertising agency.

· Manages the administrative tracking and fulfillment of various deliverables for Creative Services’ very active sponsorship and promotions program. Requires interacting with several external organizations and internal departments.

· Assists Senior Advertising Manager in the planning and execution of the Lottery’s print advertising efforts by reviewing and commenting on advertising layouts to ensure accuracy and delivery of strategic messaging. Summarizes requested changes and communicates/coordinates with advertising agency.

· Assists senior Creative Services department members in the administrative processing of advertising estimates, authorizations, schedules and invoices.

· Collects and compiles information from both primary and secondary sources, reviews materials collected and determines pertinent information that would be impactful to the Lottery’s marketing programs. Prepares PowerPoint (or comparable) presentations, summary reports (including analysis and recommendations derived from the information) for senior department members to use in meetings and planning discussions.

Schedules meetings, prepares agendas and summarizes discussions and next steps in conference-type reports. Provides other general administrative support as requested.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
